A named GP as the gate, a free low-threshold municipal service you can refer yourself to, and a decisive split between psychologists with a public agreement and without.
See on süsteemide toimimise kaart, mitte diagnoos ega raviplaan. The agreement is the whole story
Norway’s crucial distinction is invisible from a website and decides what an hour costs. A psychologist who holds an agreement with the regional health authority is, for the patient, part of the public system: you pay only the ordinary patient fee, and that fee counts toward the annual ceiling after which health care is free for the rest of the year. A psychologist without such an agreement is a private business and charges a private fee that no ceiling touches. Both are fully authorised, both are listed identically in the register, and the only way to know which you are dealing with is to ask directly — the question is whether the practice has a public agreement, and it is a fair question to ask before booking.
The free door you refer yourself to
Prompt mental health care is a municipal, low-threshold service for mild to moderate anxiety and depression, built on structured cognitive-behavioural methods, free of charge, and — the distinctive part — entered by self-referral rather than through the GP. Where a municipality offers it, it is usually the fastest route to real treatment in the country, and it exists precisely to catch the people who are too unwell to be left alone and not unwell enough to meet the threshold for specialist care. Not every municipality has it; the municipality’s own health pages say whether yours does, and every municipality is required to provide a psychologist service of some kind.
The gate to specialist care
District psychiatric centres are the workhorse of Norwegian specialist mental-health care, and they are entered by referral, normally from your assigned GP. The referral is assessed against a threshold and given a deadline, and national pathways define what should happen and by when once you are accepted. This is why the GP appointment matters more here than in Estonia or Latvia: the GP is not a formality between you and the psychiatrist, but the author of the document the specialist service assesses. Turning up with a written account of what has been happening, for how long, and what has already been tried makes that document better.
Changing your GP
You are assigned to a named GP and you may change, a limited number of times a year, through the national health portal. It sounds administrative and it is often the highest-leverage move available to someone who cannot get anywhere: the fastest route through a referral-gated system is a GP who takes the problem seriously and writes well. If you have had two appointments that went nowhere, changing the GP is a legitimate, ordinary step rather than a complaint about anyone.
Money, precisely
Most public health care carries a patient fee, those fees accumulate against an annual ceiling, and once you pass the ceiling you receive an exemption card that makes the rest of the calendar year free. Children under a defined age do not pay, and the municipal low-threshold service is free from the first session. The single fee question worth asking about any psychologist appointment is therefore not "how much" but "does this count toward the ceiling", because that is what separates a fee you will stop paying from one you will not.
If it goes wrong
The patient and user ombudsman is free, independent and exists to help people who are stuck rather than only those who want to complain — it is the first call for "I am not getting the care I think I am entitled to". Formal complaints about care and about a practitioner’s fitness go to the state administrator in your county and, above that, to the national health supervisory authority.

Korduma kippuvad küsimused
How do I get free psychological help in Norway?
Prompt mental health care, the municipal low-threshold service for mild to moderate anxiety and depression, is free and you refer yourself. Every municipality must also provide a psychologist service. Specialist care through a district psychiatric centre carries the ordinary patient fee and needs a referral.
Why do two Norwegian psychologists charge such different amounts?
Because one has an agreement with the regional health authority and one does not. With an agreement you pay only the patient fee and it counts toward the annual ceiling; without one you pay a full private fee that the ceiling does not cover. Ask which it is before booking.
Do I need a referral to see a psychologist in Norway?
For specialist mental-health care and for most agreement practices, yes — usually from your assigned GP. For the municipal low-threshold service, no: you contact it yourself. A fully private psychologist also takes you without a referral, at the private fee.
Can I change my GP?
Yes, a limited number of times a year through the national health portal. It is a normal step and often the most useful one if referrals are not happening, because in a referral-gated system the quality of the referral matters as much as the decision to write one.
